(historical) A major administrative subdivision of the Russian Empire; a governorate or province.Examples: "Milyukov’s density figure for the southeastern portion of Peter’s realm, referred to in his text as “the Kazan’ and Astrakhan’ gubernii” of that time, appears to be erroneous.
